Society for The Empowerment of People-STEP
The Society for The Empowerment of People (STEP) is a non-profit, non-governmental organization dedicated to promoting inclusive governance, civic engagement, education, and social justice across Pakistan, with a special focus on Punjab. Since its inception, STEP has worked to empower marginalized communities, particularly youth, women, and disadvantaged groups, to actively participate in democratic processes and local development. STEP envisions a society where every individual has equitable access to opportunities, rights, and decision-making processes that shape their lives. Its mission is to strengthen democratic governance and promote sustainable development through evidence-based advocacy, community mobilization, and capacity-building initiatives. Over the years, STEP has implemented a wide range of projects contributing to good governance, social accountability, education reform, and civic participation. The organization has been a key partner in initiatives like the Annual Status of Education Report (ASER) surveys, conducting extensive data collection across Punjab to inform provincial and national education policy. These evidence-based efforts have established benchmarks for learning outcomes, influencing public discourse and education sector reforms. STEP’s governance and civic engagement programs have focused on legal literacy, voter education, and local government participation. Through community dialogues, training workshops, and advocacy campaigns, the organization has encouraged youth and women to become informed citizens capable of holding institutions accountable. STEP also supports local governance under the Punjab Local Government Act by strengthening the capacity of elected representatives and promoting participatory planning and budgeting.
